Israel receives UK censure for building new homes

The British government has condemned Israel's plan to build new homes in Jerusalem.

UK criticism follows a statement by France, which has also been angered by the plans for more settlement units in areas which were taken over by Israel in 1967.

Britain's Minister for the Middle East and North Africa, Alistair Burt, has described Israel's approval of the new construction projects in the Palestinian neighborhood of Silwan as "counter-productive to peace efforts."

He said the step by Israeli authorities could only lead to a lack of trust from the Palestinian Authority.

Mr Burt referred to the Israeli announcement as "provocative and deeply counter-productive in the resumption of direct negotiations."

The first stage of the approval process for three controversial construction projects was passed on Wednesday.

Israel is said to be planning 130 Jewish housing units on the border between Gilo and Beit Safafa.

LOS ANGELES (Reuters) ? Kobe Bryant's injured wrist did not prevent the All Star guard from lifting the LA Lakers to a 99-82 win over the visiting New York Knicks on Thursday.

A skipping, spinning and grinning Bryant unleashed his full arsenal of moves while scoring 13 of his 28 points in the third quarter despite playing through a right wrist injury.

Bryant also dished out a pair of game-clinching assists in the final quarter to give the Lakers their second win in a row following a 0-2 start to the season.

Los Angeles appeared more comfortable with first-year coach Mike Brown's game plan as they took control in the first quarter and never let go.

The Lakers held the Knicks to just 31 percent shooting and never allowed the visitors to settle. Los Angeles, with Pau Gasol scoring 16 and grabbing 10 rebounds, took a 63-51 halftime lead and New York got no closer than eight in the second half.

Sunlight and bunker oil a fatal combination for Pacific herring

The 2007 Cosco Busan disaster, which spilled 54,000 gallons of oil into the San Francisco Bay, had an unexpectedly lethal impact on embryonic fish, devastating a commercially and ecologically important species for nearly two years, reports a new study by the University of California, Davis, and the National Oceanic and Atmospheric Administration.

The study, to be published the week of Dec. 26 in the early edition of the journal Proceedings of the National Academy of Sciences, suggests that even small oil spills can have a large impact on marine life, and that common chemical analyses of oil spills may be inadequate.

"Our research represents a change in the paradigm for oil spill research and detecting oil spill effects in an urbanized estuary," said Gary Cherr, director of the UC Davis Bodega Marine Laboratory and a study co-author.

On the foggy morning of Nov. 7, 2007, when the container ship collided with the San Francisco-Oakland Bay Bridge, bunker oil contaminated spawning habitats for the largest U.S. coastal population of Pacific herring?a month before spawning season.

The new study, which analyzed Pacific herring embryos following the spill, highlights the effects of bunker oil on fish embryos in shallow water, the potential significance of sunlight interacting with oil compounds, and the extreme vulnerability of fish in early life stages to spilled oil.

Specifically, the study found that components of Cosco Busan bunker oil accumulated in naturally spawned herring embryos, then interacted with sunlight during low tides to kill the embryos. Laboratory fertilized eggs, caged in deeper waters, were protected from the lethal combination of sunlight and oil, but still showed less severe abnormalities associated with oil exposure.

Crude oil is naturally occurring, liquid petroleum. Bunker oil is a thick fuel oil distilled from crude oil and burned on ships to fuel their engines. It is contaminated with various, sometimes unknown, substances.

The study builds on research following the 1989 Exxon Valdez spill, which released up to 32 million gallons of crude oil into the comparatively pristine environment of Prince William Sound, Alaska. That research established a new paradigm for understanding the effects of oil toxicity on fish at early life stages.

The new study suggests that this old paradigm is inadequate to explain the dramatic, lethal effects of very low levels of oil on fish embryos, even in an urban estuary with preexisting background pollution.

"Based on our previous understanding of the effects of oil on embryonic fish, we didn't think there was enough oil from the Cosco Busan spill to cause this much damage," Cherr said. "And we didn't expect that the ultraviolet light would dramatically increase toxicity in the actual environment, as we might observe in controlled laboratory experiments."

Researchers began the new study in February 2008. They analyzed the levels of oil-based compounds in caged herring embryos at four oiled and two non-oiled subtidal sites, all of which were at least 1 meter below the water's surface. Naturally spawned embryos from shallower sites were also analyzed.

Three months after the spill, caged embryos at oiled sites showed nonlethal heart defects typical of oil exposure.

But embryos from the shallower, intertidal zone not only exhibited the nonlethal heart defects, they also showed surprisingly high rates of dead tissue and mortality unrelated to heart defects.

"These embryos were literally falling apart with high rates of mortality," said Cherr.

In 2008, almost no live larvae hatched from the natural spawn collected from oiled sites.

The high death rates did not seem to be caused by natural or manmade causes unrelated to the spill, the researchers report. No toxicity was observed in embryos from unoiled sites, even those near major highways.

Embryos sampled two years later from oiled sites showed modest heart defects but no increased death rates.

Pacific herring is a commercially and ecologically important species. The fish travel in large schools, typically from the San Francisco Bay north to the Bering Sea, and serve as a forage fish for humpback whales, other mammals, birds and salmon. After two years at sea, they spawn in shallow areas of bays and estuaries.

"In San Francisco, herring is one of the last urban fisheries, and herring is an indicator for the health of the Bay," said Cherr.

NEW ORLEANS - Quite a night for Drew Brees and the New Orleans Saints - a record and a rout.

Brees set the NFL mark for yards passing in a season, breaking a record that Dan Marino had held for nearly three decades, and New Orleans clinched the NFC South title with a 45-16 victory over the Falcons on Monday night.

Brees threw for 307 yards and four touchdowns, the last a 9-yard strike to Darren Sproles that set the record with 2:51 to go.

"Honestly, I was really trying not to think about the record or anything," Brees said. "I knew we were close. A couple guys mentioned stuff to me on the sideline. I didn't want to hear it. It's like a pitcher with a no-hitter, I guess."

It was Brees' final pass of the game and it gave him 5,087 yards passing - with one game still to play. Marino finished with 5,084 yards for the Miami Dolphins in 1984.

Minutes after Brees broke the record, Marino offered congratulations on his Twitter account.

"Great job by such a special player," Marino wrote.

As Sproles spiked the ball, Brees thrust his fist triumphantly in the air and started walking toward midfield while the Superdome crowd went wild and his teammates chased him down. Offensive guard Carl Nicks was the first one to get there and tried to lift Brees onto his shoulder, but couldn't do it as teammates swarmed around.

"If I could have put him on my shoulders and paraded him around the whole stadium I would have done that. He deserves it," Nicks said. "It's like a movie, man. Just a movie ending. It's beautiful. ... You could tell by everyone's reaction after he did it how much people care about that guy. We all love him."

Brees' four touchdown passes gave him 276 for his career, moving him ahead of Joe Montana (273) and Vinny Testaverde (275) for ninth all-time. He is the first quarterback in NFL history to pass for more than 5,000 yards twice - he had 5,069 in 2008.

Brees' first scoring pass went for 8 yards to Marques Colston and the second for 9 yards to Jimmy Graham. Graham's TD catch was his 10th of the season, a new franchise high for a tight end. In the third quarter, Brees hit Robert Meachem for a score from 24 yards, which made it 28-10.

"I love the fact that everybody could be part of this on Monday Night Football," Brees said. "There's so many people that are a part of this. It's not about me. It's about this team, it's about this city, it's about these fans. So many people contributed to this, and I'm happy for them."

The Saints (12-3) also had 463 total yards, giving them more than 6,857 offensive yards for the season, breaking the 2008 club record of 6,571. New Orleans continues to close in on the NFL record of 7,075 offensive yards in a season set by the 2000 St. Louis Rams.

Brees might have broken the record in the third quarter if not for Sproles' 92-yard kickoff return, which set up John Kasay's 29-yard field goal. Brees also was intercepted twice, once in the Falcons end zone, but New Orleans was still dominant enough to take a three-score lead.

The game became a romp when Julio Jones was stripped by Scott Shanle and Malcolm Jenkins returned it 30 yards for a score to make it 38-16 in the fourth quarter. The Superdome crowd was in full celebration by then, but the play also meant fans would have to wait until later in the fourth quarter before Brees finally got his chance to break the passing record.

"Obviously, it's a special moment for the players, especially Drew," Saints coach Sean Payton said. "I couldn't be more proud of him."

The Saints can earn the No. 2 seed and a first-round playoff bye with a win Sunday over Carolina and a San Francisco loss at St. Louis, which is 2-13.

Atlanta, which won the NFC South last season, is headed to the playoffs as a wild card.

Uncharacteristically, Brees had only a yard passing during a span of a little more than 18 minutes. Knowing he was closing in the record, the crowd howled, "Drewwww" each time he took the field. He finally gave the fans what they wanted after Atlanta failed on a fourth-down try at its own 33. That gave Brees, who needed only 30 yards for the record at that point, just enough space to work with.

"I knew after the touchdown to Meachem that we were really close," Brees said. "I didn't know how close, but really close, and then we had a couple of those drives that stalled out and I thought, `You've got to be kidding me' - especially since the whole game we had been converting first downs, doing all the right things offensively, both the run and the pass, yet we couldn't put a drive together in the fourth quarter and I thought, we've got to get this ball back, we've got to go down and score and put one together."

Matt Ryan had 373 yards passing and one TD, including a 21-yard scoring strike to Jones that gave the Falcons (9-6) a 10-7 lead late in the first quarter.

"We didn't really play well enough in any phase of the game to give ourselves a chance to win," said Falcons coach Mike Smith, whose team came in with a chance to stay in the hunt for the division title. "There were some opportunities early on, and then it kind of got out of hand there at the end. ... It's not the type of effort that you want to have with so much on the line with what the outcome could have meant to our team."

New Orleans responded to Atlanta's first TD with a 10-play, 81-yard scoring drive that put the Saints in the lead for good. Brees completed four of six passes for 48 yards, the last three to Colston, who finished with seven catches for 81 yards.

The result might have been even more lopsided if Brees' pass intended for Graham in the end zone had not been broken up by linebacker Curtis Lofton, and then batted in the air by safety William Moore before coming to rest in the arms of Dominique Franks for an interception.

New Orleans bounced back on its final drive of the second quarter, covering 80 yards in 10 plays and only 1:55, capped by Graham's TD catch.

Both teams scored on all their possessions in the opening quarter, with the Saints briefly pulling in front 7-3 on Pierre Thomas' 4-yard touchdown run, after which he pulled a bow from his uniform pants, put it on the football and offered it as a gift to a woman with a parasol in the front row behind the end zone.

The referees weren't cutting Thomas any slack on his Christmas-themed celebration, flagging him for a 15-yard unsportsmanlike conduct penalty.

The score capped an eight-play, 84-yard scoring drive on which Brees completed two passes for 49 yards.

Notes: Brees has passed for 300 yards or more an NFL-record 12 times this season. ... New England quarterback Tom Brady could also pass Marino next week - and maybe even Brees, too. Brady has thrown for 4,897 yards this season. ... The Saints are 7-0 at home and never have gone undefeated at home in a full season. ... The Falcons were 0-3 on attempted fourth-down conversions.

Chinese riot police have fired teargas to break up a protest against a planned power station, while a state TV station showed confessions by two detained activists in an attempt to get other protesters off the streets.

Footage from Hong Kong's Cable TV showed police firing several rounds of teargas in Haimen town in the southern province of Guangdong, forcing hundreds of people to flee covering their mouths and noses with their hands.

Hours later, a local TV station carried interviews with two detained protesters, a man named Li and a woman, Yung. Sitting behind bars with their heads bowed and handcuffs in full view, the two took turns to confess. "It was wrong to surround the government and block the highway," Li said, with his eyes lowered.

"I do not know the law. If I knew, I will not block the expressway. If I could have understood this, I wouldn't have been so brash," Yung said, her voice shaking.

In an obvious attempt to end the demonstrations now running into their fourth day, the Shantou TV station also lined up several Chinese legal experts and quoted them as saying that such actions carried a maximum penalty of five years in jail, and urging protesters to surrender.

The protests in Haimen, a coastal town of about 120,000 people under the jurisdiction of Shantou city, intensified this week as people in Wukan village, about 80 miles further along the coast, called off a 10-day blockade of their village in protest against what they said was a land grab by officials.

Protests in China have become relatively common over issues such as corruption, pollution, wages, and land grabs that local officials justify in the name of development. People have become increasingly unwilling to accept the relentless speed of urbanisation and industrialisation and the impact on the environment and health.

Chinese experts put the number of "mass incidents", as such protests are known, at about 90,000 a year in recent years. While Communist party rule is not directly threatened by such incidents of unrest, officials fear they could coalesce into broader, more organised challenges to their power.

Residents of Haimen took to the streets on Tuesday to protest against plans to build a coal-fired power plant after what they complain has been years of air and water pollution from existing power plants in the town.

"Villagers complained that the current power plant had led to a rise in the number of cancer patients, the deterioration of the environment, and a drop in fishing hauls," state Xinhua news agency reported on Friday. "The Shantou city government announced Tuesday evening, shortly after the protest, that the project would be suspended. Some village residents said that they knew nothing about the announcement, while others said they had no trust in the suspension decision."

Hong Kong newspapers reported earlier that the villagers wanted the project to be scrapped altogether and have pledged to keep up their action if police did not release detained protesters. China's state news agency, Xinhua, had reported that police had detained five people for vandalism on Wednesday evening.

Union Mills Road saw its second fatality in a little over a month on Thursday evening when a car traveled off the road and into a ditch near Union Mills Feed, killing a prominent Oregon City man.

Charles ?Chuck? A. Clemans, 77, was pronounced dead at the accident scene around 6 p.m. on Dec. 22. Clemans?had served on the Clackamas Community College Board of Education since 2001?and was a former superintendent of Oregon City School District.

Clackamas County Sheriff?s Office and Molalla Fire District were called to the accident scene after neighbors discovered a car in the ditch along S. Union Mills Road near S. Ringo Road., said CCSO Deputy Marcus Mendoza.
?
?It appears on that curve the driver was traveling westbound and he just went straight off the road,? Mendoza said. ?So far, we don?t have any witnesses.?
?
Emergency responders checked the area to make sure no one had been ejected from the vehicle, which landed in a ditch covered in heavy brush with a seasonal creek flowing through. Clemans was the vehicle?s sole occupant, Mendoza said.
?
CCSO deputies and a deputy medical examiner investigated at the crash scene and do not believe that poor road conditions or alcohol were factors in the accident.
?
?We have some information that the driver had some medical problems, so we?re thinking based on everything we?ve seen that that?s more than likely going to be a major role in the crash,? Mendoza said.

The medical examiner is expected to conduct an autopsy.

Another fatal accident occurred about a mile away on S. Union Mills Road on Nov. 13, taking the life of Geri Burbank, 54, of Molalla.

Union Mills Road remained open throughout the duration of?Thursday evening's?investigation, since adequate parking for police and fire vehicles was available at the feed store, Mendoza said.

Clemans was named Citizen of the Year in Oregon City in 2009 for his heavy involvement in volunteer efforts and the community. He previously served as president of the Oregon City Chamber of Commerce and Regional Arts and Culture Council and also served on the Portland Center for the Performing Arts Board and the Clackamas County Arts Alliance, among others, according to Oregon City?s municipal website.

Clemans was a teacher and administrator for Portland Public Schools from 1956 to 1980, before serving 10 years as Oregon City School District?s superintendent until his retirement in 1990, according to the CCC website.
?
Clackamas Community College recently named an endowment in his honor. The Charles A. Clemans Campus Art Endowment will help the campus acquire artwork. They also named the college?s design lab in the Art Center after him.

She shot to indie-film fame as a doomed, blubbering camper/documentarian huddled in the great outdoors and fearing for her life in 1999's "The Blair Witch Project."

But now, Heather Donahue has a much different project to discuss: growing marijuana.

Donahue, nearly 37, writes of an unexpected career change in her new book "Growgirl: How My Life After The Blair Witch Project Went to Pot," out Jan. 5.

The former scream queen discovered high-grade medical marijuana after doctors prescribed it to treat her PMS. It became a new job after the actress, frustrated by a lack of opportunities, gave up on Hollywood.

"I took all my stuff into the desert related to my acting career and burned it all," she told the Philadelphia Inquirer. Everything except the iconic blue cap worn in Blair Witch.

"That's the only thing I kept. I figured if things got really bad, I could always sell it on eBay," she joked.

Donahue met a marijuana grower from "Nuggettown," a pot-growing community in Northern California. She explained that she was "always an avid gardener," and decided to grow and sell high-grade medical marijuana herself.

"I became a solitary country girl," she explained.

Donahue gave up the agricultural project after she decided to write her book -- and after a friend got arrested.

Will medical marijuana be legalized? "I think you're going to see [medical marijuana] on a lot of ballots over the next few years," she to the Philadelphia Inquirer. "There has been enough support for medical use if not outright legalization that I don't think it will go away."

Dawn spacecraft beams back new images of asteroid

LOS ANGELES (AP) ? NASA's Dawn spacecraft has been a fervent photographer, snapping more than 10,000 pictures of the asteroid Vesta since it slipped into orbit around the giant space rock last summer.

The views were taken from a distance away ? until now. On Wednesday, the space agency released new images of the hummocky surface as Dawn circled from an average altitude of 130 miles (209 kilometers) above the surface ? the closest it'll get.

From this low orbit, scientists can count numerous small impact craters and see textured grooves and outcrops in sharp detail.

"We're totally thrilled with the data we're getting. It seems to get better," said mission deputy principal investigator Carol Raymond of the NASA Jet Propulsion Laboratory, which manages the $466 million mission.

By inching this close to Vesta, Dawn will use other instruments to measure the gravity field and determine its chemical makeup to better understand its origins.

Dawn will spend the next 2 1/2 months at the current altitude before moving higher to take another round of pictures. By that time, the sun will hit Vesta at a different angle and illuminate sections of the northern hemisphere that had been shrouded earlier.

About the length of Arizona with a huge crater at its south pole, Vesta is the second largest body residing in the asteroid belt between Mars and Jupiter. Asteroids are leftovers from the solar system's birth some 4.5 billion years ago and studying these bodies could offer clues about how rocky planets like Earth formed.

Previous spacecraft have visited smaller asteroids before, but this is the first trip to Vesta.

Powered by ion propulsion, Dawn began orbiting Vesta in July after a 1.7 billion mile (2.74 billion kilometer) cruise. It will depart Vesta next summer and will fly to an even bigger asteroid, Ceres, where it will arrive in 2015.

North Korea's young and inexperienced next leader will lean on a seasoned inner circle headed by his aunt and uncle to guide him through the transition to supreme ruler.

Kim Jong Un, who vaulted into the leadership role with the death of his father, Kim Jong Il, made his public debut as anointed successor only 15 months ago. Since then, the whirlwind political campaign has barreled ahead ? but perhaps not fast enough to mask the air of uncertainty felt in the streets of Pyongyang, the North Korean capital.

The late Kim Jong Il had 20 years of preparation at the side of his father, North Korean founder Kim Il Sung, who died in 1994. Experts say that because Kim Jong Un doesn't have that kind of experience, the youngest member of the political dynasty will need the brains and political brawn of his father's closest confidants before formally taking power.

"Kim Jong Il was in a frantic race against time," said Jonathan Pollack, a North Korea expert at the Brookings Institution in Washington, "and he lost."

Analysts say two close, trusted family members and political power brokers have emerged as Kim Jong Un's main protectors: paternal aunt Kim Kyong Hui and her husband, Jang Song Thaek, who have risen to the top of North Korea's political and military elite since the succession campaign began two years ago.

Both 65, they also have the weight of seniority so important in a society that places a premium on age and alliances.

A last photograph of Kim Jong Il released Saturday by the official Korean Central News Agency shows just how important the aunt and uncle are to Kim Jong Un. In it, Kim Jong Il is descending on an escalator at a Pyongyang supermarket with a group behind him that includes his sister, Kim Kyong Hui, and her husband, Jang Song Thaek, on steps below and above their nephew, the heir.

Making his first public appearance Tuesday following his father's death, Kim Jong Un approached and bowed deeply before the bier in a memorial palace, the picture of vigor and filial piety. Lined up alongside members of the elder Kim's inner circle, he was the youthful exception among officials in their 60s, 70s and 80s who were his father's closest confidants.

Kim, whose age has never been revealed in North Korea, is 27 years old, according to a U.S. official in Washington. Among Kim Jong Il's three sons, he is most like his father in manner and personality.

"Kim Jong Il picked the apple that didn't fall far from the tree," the official said, speaking on condition of anonymity in exchange for the details. "He didn't select a successor who he believed would radically depart from his vision for North Korea."

When Kim Jong Un will formally assume power remains unclear.

Official mourning periods can last for months or even years in North Korea. Kim Jong Il observed a three-year period of mourning after the death of his father before formally assuming leadership, said John Delury, an assistant professor at Yonsei University's Graduate School of International Studies in South Korea.

He said Kim Jong Un may take a back seat to a group of regents during an extended mourning period.

"The question will be: If he does ? again in accordance with traditional mourning and his young age ? take a little bit of a back seat, even for a couple years as he establishes himself, then it's going to be very difficult to figure out what's the balance of control between Kim Jong Un and these other more senior, more experienced figures."

John Park of the U.S. Institute for Peace calls the aunt and uncle "key pillars" for Kim as he looks to establish his leadership. But he questions whether their power ? derived from their personal association with Kim Jong Il ? will endure now that he's gone.

"Jang is clearly someone whose major task on behalf of the Kim family is to guide and shepherd Kim Jong Un, and to insulate and protect him ... to help him ward off assaults on the authority of the family," said former U.S. special envoy for North Korea Stephen Bosworth.

An important factor in his favor is that North Korea has only known rule by the Kims, and military and party leaders likely view a successful transition as key to their survival.

"The North Korean regime is in a classic, 'we all hang together or we all hang separately' kind of mode," Bosworth said. "There's a great imperative for cohesion."

Kim Jong Il played rival groups off one another, but everyone knew their position relied on him.

"The key question is whether Kim Jong Un can achieve that, even in coordination with his regent aunt and uncle," Park said.

KIM KYONG HUI

Kim is the late leader's younger sister. She kept a low profile for decades until 2009, when she began appearing with her brother during "on-the-spot guidance" trips nationwide. Now considered a top political official who has shot up in the ranks in two years, she is expected to play a caretaker role with her nephew.

She serves as director of the light industry department of the ruling Workers' Party's Central Committee, a position that has gained significance since North Korea made the industry sector a priority in 2009. She was also appointed to the Political Bureau last year and, like her nephew, was made a general in the Korean People's Army.

Kim is said to have a fiery temperament but suffers from ill health, according to North Korea observers based in Seoul.

JANG SONG THAEK

Kim Kyong Hui's husband is a Soviet-trained technocrat who was a rising star until he was demoted in early 2004, seen as a warning from his brother-in-law against cultivating too much influence.

Jang was brought back into the fold in 2006, and he has been gaining influence since then. He heads the party's administrative department, and more importantly oversees the intelligence agency and other military-related institutions, according to the Sejong Research Institute, a security think tank in South Korea.

In June 2009, he was made a vice chairman of the powerful National Defense Commission and is an alternate member of the Political Bureau. He has strong ties to the military, with two brothers having served in high-level military posts, according to analysts.

Other key members:

? Kim Yong Nam, president of Presidium of North Korea's parliament, often represents the country and is considered a nominal head of state. He is a member of the party's Central Committee.

? Ri Yong Ho, vice marshal and chief of the General Staff of the Korean People's Army, promoted to vice chairman of the party's Central Military Commission last year and a member of the Presidium of the Political Bureau. Ri was close to Kim Jong Il and is said to have strong ties with Jang.

? Choe Yong Rim, promoted to premier last year. His family is said to have long-standing ties with the Kim family. His daughter, Choe Son Hui, is a department director at the Ministry of Foreign Affairs. Choe, though in his 80s, has been making an increasing number of "on-the-spot guidance" trips this year, similar to those made by Kim Jong Il.

Concerns about the post-Kim Jong Il era began mounting in 2008 when he disappeared from the public eye after suffering a stroke. North Korea began closing ranks in 2009 during the early stages of a movement to begin installing a successor.

The party's Political Bureau, which had atrophied during much of Kim Jong Il's "military first" rule, was restocked with loyal, mostly older cadres in 2010. The emphasis on the Kim family's lineage and legitimacy to lead North Korea was promoted by state media.

In taking the dynasty into a third generation, Kim Jong Un faces the challenge of convincing his people and the outside world that he has the clout and connections to make up for his youth and inexperience.

He will be dealing with poverty, hunger, isolation and questions about the military's support, but "he has no profile in the party, no profile in the military," said Victor Cha, a senior adviser at the Center for Strategic and International Studies. "Things could really come apart."

"The question is whether these deeply personalized associations of Kim Jong Il persist with the young general," Pollack said.
